The modernization of packaging industry and the level of packaging products are one of the symbols that reflect the quality of people's life and the degree of national civilization. With the continuous development of social economy, packaging has gradually evolved from a subsidiary position of commodities to an important (indispensable) part of commodities, and has become an important industry that has accelerated the development of many developed countries in the world and some developed regions in China. Packaging industry is one of the important industries in China's national economy, and it is also a major industry related to the national economy and the people's livelihood and related to agriculture, industry, circulation and other fields. As the main supporting industry of commodities facing the market, packaging industry plays a great role in promoting other industries

the first five years of the new century are an extraordinary five years in the historical process of our country, a five-year period to carry forward the past and forge ahead and keep pace with the times. China got rid of the severe impact brought about by the Asian financial crisis at the end of the last century, successfully defeated the challenge of SARS and major natural disasters, strengthened and improved macro-control, effectively curbed unstable and unhealthy factors in economic operation, and maintained a good momentum of economic and social development. During the Tenth Five Year Plan period, China's packaging industry accelerated technological progress, expanded key backbone enterprises, adhered to the path of internationalization, and actively introduced foreign advanced technology and equipment. The overall level has been greatly improved, narrowing the gap with developed countries. (through the efforts of the whole industry, China's packaging industry has developed from a decentralized industry to an industrial system mainly composed of paper, plastic, metal, glass, printing, packaging machinery and packaging services, with a certain amount of modern technology and equipment, and a relatively complete range, and has become a new important growth point of the national economy.)

the packaging industry involves the primary, secondary and tertiary industries in the national economy, with the characteristics of long industrial chain and large industry span. For a long time, in addition to being mainly distributed in light industry (departments), packaging enterprises also exist in a large number of systems such as commerce, agriculture, foreign trade, military industry, printing and publishing. The industry management is chaotic, and there is a lack of overall development planning and a unified and effective supervision and coordination mechanism, which has brought adverse effects on the healthy development of the packaging industry

The next five years will be another important period for China's economic development. In order to cope with the new situation of economic development at home and abroad and the opportunities and challenges brought to the packaging industry, and plan the development of China's packaging industry in a unified way from a strategic perspective, the "Eleventh Five Year Plan" for the development of the national packaging industry is formulated to guide the sustainable, orderly and healthy development of the national packaging industry and lay a solid foundation for building China into a world packaging power

I. current situation and main problems of the packaging industry

over the past 20 years of reform and opening up, the total output value of China's packaging industry has continued to develop rapidly with an average annual increase of more than 18%. At present, it has developed into an industry with a relatively complete range of categories, which can not only basically meet the needs of the domestic market, but also have a certain export (competitiveness). This shows that our country has the strength to occupy the large modern packaging market in our country

(I) major development achievements

-- the packaging industry continues to grow rapidly, and the output of some major products ranks in the forefront of the world. According to the statistics of more than 10000 packaging enterprises above Designated Size, the total industrial output value and profits and taxes of the above-mentioned enterprises in 2004 were 328.3 billion yuan and 25billion yuan respectively, accounting for 30% of the total industrial output value and profits and taxes of the country ×.×% and ×.×% (as long as we find the total industrial output value and profits and taxes of the country, we can calculate them); The export volume was 35.669 billion yuan, accounting for 11.5% of the total output value. The number of employees in the packaging industry increased from 800000 in 1980 to 3.2 million in 2002 (it is best to find the figure in 2004), accounting for% of the total employment of industrial enterprises in the country ××%。 The proportion of the total output value of packaging industry in the total output value of the whole society has increased from 0.4% in the early 1980s to 2.4% now. Packaging has jumped from the penultimate place in the early 1980s to the 14th place now in 42 major industries of China's national economy, and has become one of the major (important) industries in China's economic development. At present, the annual processing capacity of China's plastic packaging machinery and the annual output of plastic woven bags, composite flexible packaging, metal barrels and corrugated cardboard are among the best in the world

-- the packaging industry has made great progress in flexibility and durability on the basis of providing supporting services for consumer goods in the whole society. All kinds of packaging products have basically (can) meet the needs of different consumption levels in terms of quality, grade, variety, function, etc. The paper packaging industry was 113.5 billion yuan, an increase of 24.3% year-on-year; The plastic packaging industry was 92.9 billion yuan, an increase of 18.6% year-on-year; The glass packaging industry was 8.9 billion yuan, an increase of 4.2% year-on-year; The metal packaging industry was 23.1 billion yuan, an increase of 7.8% year-on-year; The packaging and printing industry was 62.8 billion yuan, an increase of 11.4% year-on-year; The packaging machinery manufacturing industry was 17 billion yuan, an increase of 8.6% year-on-year, forming a product structure dominated by paper, plastic and packaging printing. In 2004, the packaging industry provided supporting services for domestic goods with a total retail sales of more than 500 billion yuan and export goods with a total export volume of more than 600 billion US dollars, and contributed to protecting products, promoting sales, facilitating transportation and logistics management, and improving the competitiveness of the commodity market

-- new progress has been made in the adjustment of enterprise organizational structure and ownership structure, and a number of large backbone enterprises and enterprise groups with certain economic strength and market competitive advantages have emerged from freedom lumbar artificial intervertebral disc (Figure 6). For example, a large number of high and new technologies such as nano recycled pulp, ceramic roller, nano spray surface treatment, paper enhancer, sterile packaging technology, degradable plastics, micro corrugated manufacturing (which can be supplemented) have been popularized and applied in the packaging industry, effectively promoting the improvement of the production technology level of the packaging industry and the upgrading of products. The more advanced technical equipment in the packaging and printing, plastic film, corrugated board and other industries has reached the advanced level of developed countries in the same period. The manufacturing level of packaging machinery and equipment in China is also gradually adapting to the requirements of the development and technological transformation of the packaging industry

(II) main problems

although the packaging industry has achieved great development, its overall level is still low, especially compared with foreign developed countries, there is a large gap, mainly the following problems:

-- the packaging industry structure is not reasonable. First, from the perspective of product structure, there are many simple and original products, and few deep-processing and finishing products; The proportion of ordinary packaging products is large, and the development of functional packaging products is not enough; Heavy packaging products light packaging materials, heavy equipment light technology, heavy production light research and development; The slow upgrading of products leads to the unreasonable structure of packaging products, which can not fully adapt to the changes in market demand. Second, from the perspective of regional structure, the packaging industry in the western region is relatively backward. In 2004, the output value of the packaging industry in the 12 western provinces and regions accounted for only% of the total output value of the national packaging industry( ××%), The output value of Shandong, Guangdong, Jiangsu and Zhejiang packaging industry in the East accounts for as much as 20% of the total output value of the national packaging industry( ××%)。 Third, in terms of enterprise structure, the overall scale of packaging enterprises is small and the industrial concentration is low. According to incomplete statistics, there are more than 100000 small and even family workshop packaging enterprises across the country. These enterprises have simple equipment, backward production technology, extensive operation and management, wide range of points, scattered and free, which are difficult to meet the needs of China's development planning of building a resource-saving and environment-friendly society. The comprehensive competitiveness of the enterprise is low, and the adjustment of various structures and the application of various mechanisms within the enterprise are incompatible with the laws of market economy. There is a lack of motivation in realizing the three unity of enterprise scale and structure, product quantity and quality, and development speed and efficiency

-- the level of packaging technology is relatively backward, and the ability of new product development and research and development is insufficient. In terms of technological innovation and product development, China's packaging industry lacks a mechanism to support technological innovation, independent intellectual property rights and well-known brand products, insufficient research and development capacity of new high-tech packaging materials, low level of product structure design, and low manufacturing design capacity and technical content of packaging manufacturing industry. In 2004, the output value of new products in the packaging industry was 12.768 billion yuan, accounting for only 3.89% of the total output value of the packaging industry. In particular, the development of packaging machinery supporting the packaging industry lags behind. The domestic packaging equipment in China has low technical content, the automatic control system is disconnected from the process design and mechanical manufacturing, and the product performance stability and integrity are poor, and the accuracy and automation degree are not high; The product structure is unreasonable and the adjustment is slow. There are few large-scale equipment with high technical content, and there are many products with low added value and low level. The stability and durability of the equipment are different from those of international advanced products; Packaging machinery and parts with high accuracy requirements still rely heavily on foreign imports. In 2004 alone, China imported 815 printing equipment from Sweden, Germany and other countries

-- the lag of packaging legislation and the imperfection of the packaging industry standard system and quality control system have seriously affected the healthy development of the packaging industry. At present, China lacks independent, perfect and self-contained packaging laws and regulations, and lacks strong policy intervention and legal punishment means. Poor quality packaging, fake packaging, fraudulent packaging and excessive packaging have seriously disrupted the market order and damaged the interests of consumers; Packaging films, disposable fast food boxes and plastic bags have caused serious pollution to the surrounding environment, formed a violation of social and public interests, and caused serious environmental pollution and waste of resources

-- serious shortage of packaging talents. The talent resource stock of the packaging industry in China is very low, coupled with the serious brain drain in the packaging industry, resulting in a serious shortage of packaging technology and management talents, low quality of employees, and lagging human resource development. According to incomplete statistics, at present, professional technicians in the packaging industry account for only about 2% of the total number of employees, which is much lower than the national average level of 6.8% of the industry. The number of personnel engaged in professional technology development is less than 0.6% of the number of employees, which has become the bottleneck of the lagging technical level of China's packaging industry and restricting the development of the packaging industry

the above conditions are difficult to adapt to the current trend of high-tech, international, large-scale and environmental protection development of the packaging industry, cannot meet the needs of China's national economic development for the packaging industry after entering the new period, and cannot adapt to the "post transition" era of China's accession to the world Trade Organization since 2005, so as to improve the international competitiveness of China's products and build a "packaging power" with higher requirements for the packaging industry
